The animation is kinda odd, i don't know how to describe it correctly, but i think if you tried to make it so the arms were flexing and the up and down motion felt like it was going trough the whole body, it'd look better, 'cause the torso is kinda static and the way everything moves up and down doesn't connect well.
Other than that i really like the design, it's simple but nice, has a lot of character to it.

The proportions and posing feel odd, i think it's because of the shoulder pad ball things being significantly smaller to how they look in official art, the shoes and hands are also kinda small but it isn't as odd looking as the shoulder pads, one thing that bothers me is the way you made the limbs, they are on that weird middle between sharp and noodly, also the angle on pulseman's shoes look kinda weird.

Other than that, this looks pretty good, the colors and shading are very nice.

Ah, when the sprite is too big for the resolution, that also happened to me. And i was just doing a single sprite that didn't even stick to console limitations. But you made an entire animation! And it looks amazing! What a bummer that you had to edit it all just because of the size, i hope that wasn't too much work. It was quite the pain for me when that sprite didn't fit the resolution, i didn't do much but it was annoying to do, lowering the sprite by a few pixels and the fix the mistakes that happened because of me lowering the sprite heigh, check if it fits, all that.

I will also try that shadow in sonic 1 rom-hack you mentioned, it'll probably be very fun.
